Born in Springfield, Massachusetts on May 24, 1960, she is the daughter of Russell and Margaret (Eccher) Hubley. Betsy was raised in Longmeadow, Massachusetts, where she graduated from Longmeadow High School with the Class of 1978. Following graduation she continued her education at Bay Path College, earning an associate's degree in 1980.

The couple made their first home together in Boston and went to live in Baltimore, MD and Atlanta, Georgia, before settling in Walpole, Massachusetts in 1992. As Betsy welcomed her three children, she took on the role of a homemaker, raising and caring for her young family. While home base was in Walpole, Betsy and her family spent eighteen months abroad, living in Paris, France, enjoying all the French culture had to offer. Betsy and Tom ended up moving to Naples, Florida, becoming full time residents in 2014.
Throughout her life, Betsy loved all sports and spending time with her friends and family skiing in Vermont. Back at home, Betsy loved being in her kitchen, preparing various recipes that she found while watching the Food Channel.
